The Israelstreet One State Peace Plan for Israel and the Palestinians


UPDATE 8 am Israel time Friday:

The Chof Ashkelon region was struck with yet another Qassam rocket fired by Palestinian terrorists in Gaza at 7:37 pm yesterday evening . . . more people in bomb shelters, more children and adults traumatized . . . This goes on day after day, night after night, with no Israeli government to protect them.

What do you think of your humble servant’s new peace plan for Israel and the Palestinians in Judea and Samaria (the so-called “West Bank”)?

1. Israel declares the end of the so-called “occupation” by imposing Israeli “laws, jurisdiction, and administration” on all of Judea and Samaria. In doing so, it follows the same process as it did with eastern Jerusalem (1980) and the Golan Heights (1981)–in effect annexing Judea and Samaria (though the Golan Heights was never formally annexed).

2. In doing so, Israel naturalizes all of the Palestinian residents of Judea and Samaria.

3. All of the naturalized Palestinian residents become citizens of Israel with all the rights pertaining to citizens except one–they will not have the right to vote for the Knesset.

And just like that, voila (click your fingers), the problems are over.

So what do you think of my plan? A good idea, or would you say that it is unworkable (how could the territory be administered?), or unrealistic (do you really think the Palestinians would go for this?), or discriminatingly undemocratic (do you actually intend to not let Palestinians vote for the Knesset?), or, or, or, . . . ?

But what if I told you that this is not really my plan at all (I apologize for the deception of this blog’s title).

Instead, it is the plan of Palestinian Sheikh Farid Khadar Al Jabari of Hevron (Hebron).

Sheikh Al-Jabari

And Sheikh Jabari is not just any sheikh–he is the most important Sheikh in Judea and Samaria. As the head of the largest clan in the entire Hevron region, Jabari has been at the forefront of maintaining a surprisingly positive relationship between the local Jewish and Arab communities (not that there hasn’t been problems such as yesterday when an Israeli soldier was wounded in the Avraham Avinu neighborhood by a cinder block thrown at his head by a Palestinian).

The Sheikh welcoming Samaria Regional Council Head Gershon Mesika to his tent at a meeting of Arabs and Jews two weeks ago in Hevron.

Unwilling to tolerate the attempt of international anarchist activists to incite his people against the Jewish population, he no longer allows such activists to enter his city–and he has banished those who were already there.  More than this, he has personally intervened to save a synagogue in Hevron that was scheduled for destruction.

Nevertheless, do not mistake Sheikh Jabari. He is no fan of Israel, and in fact despises the Israeli government–but not for the reason you think. He hates the Israeli government for bringing in a group of “corrupt criminals” (his words), the PLO/Palestinian Authority, to govern parts of Judea and Samaria 20 years ago.

And do not mistake Sheikh Jabari as a man of peace unwilling to use his immense power. After a teenage member of his clan was killed by the Palestinian police some years ago, he demanded that the police turn over the shooter to him. When Mahmoud Abbas refused, Jabari’s men attacked and took over the Hevron police station, captured 34 police hostages, and burned 14 of their jeeps. Shortly thereafter, Abbas relented and awarded the boy the title of “martyr” and granted his family a lifetime stipend.

And, finally do not mistake Sheikh Jabari as some kind of secularist. The Sheikh is a devout Muslim who believes that all of Israel is holy to the Muslims. However to Sheikh Jabari, there is no difference between Hevron and Tel Aviv. At the meeting with Gershon Mesika pictured above, Jabari explained:

“The Israeli nation is ready for peace. The Palestinians want peace. . . We would like to feel our dignity and freedom . . . There won’t be two states. It is not possible, because Islam does not allow its followers to relinquish land. The land belongs to God and the entire Muslim world.  I cannot sign away something that is not mine. But I can live together with Jews in one state, in which Palestinian rights and Jewish rights are preserved.”

So . . . about that peace plan . . . one wonders to what degree Sheikh Jabari might speak for Palestinians in Judea and Samaria and whether his peace plan–or some variation of it– deserves consideration? After all, if the Sheikh is correct about “Islam” never accepting a two state solution, where does that leave us?
