Israel Hands Over Security Control of Palestinian Towns Around Jerusalem to the Palestinians

**According to doctors, there has been a “significant improvement” in the condition of the soldier who was stabbed in the neck by a Palestinian terrorist yesterday at the Sinjil Junction.

**In the last hour, an Israeli motorist from Ma’aleh Adumim was attacked by Palestinian terrorists with Molotov cocktails near Issawiya. No physical wounds are reported.

**The Iranian government is continuing to demand that “all economic sanctions” be immediately lifted when “a final” nuclear agreement is signed. You will recall that following the Lausanne Agreement the English and Farsi statements differed significantly in how the sanctions would be removed, with the Iranians claiming they would be immediately lifted and the U.S. claiming that relief would be gradual.

This morning both Iranian president Hassan Rouhani and Grand Ayatollah Khamenei have both reiterated the Iranian position with Rouhani declaring: “We will not sign any deal unless all sanctions are lifted on the same day.” 

You can be sure, dear reader, that the ship has left the dock–the P5+1 will not let “a little thing like sanctions” scuttle the “deal.”

First, a little geography lesson is in order this morning for those of you who are unfamiliar with Jerusalem. Looking at the above map:

1. The area in blue is municipal Jerusalem.

2. The areas in red are Arab neighborhoods in Jerusalem.

3. The areas in brown are Arab towns outside of the municipal boundaries of Jerusalem.

4. The areas in aquamarine are Jewish neighborhoods outside of the municipal boundaries of Jerusalem.

Now a little security lesson:

*All of the blue and red areas (municipal Jerusalem) are obviously under the security of the Jerusalem police.

*All of the brown areas (Arab towns outside the municipal boundaries of Jerusalem) are in Area B of Judea and Samaria. This means that they are under the administrative control of the PLO (the so-called “Palestinian Authority”), but under the security control of Israeli security forces.  This arrangement was enshrined in the Oslo Accords back in 1994.

All of which brings us to a very interesting development yesterday.

Israel announced that it is now going to allow “Palestinian police” to expand its security to some of the Arab towns around Jerusalem including Abu Dis and A-Ram (see map above). Ostensibly, this is being done so that the Palestinian police can address some of the “criminal” problems faced by these Palestinian areas.

However, it is worthwhile to note that this expansion is a direct outgrowth of an American demand during the last Israel-PLO “negotiations” in the first few months of 2014 (before negotiations fell apart). According to the Israeli announcement yesterday, the expansion is “the implementation” of the Israeli agreement to the American demand.

There are two vastly different ways to view this development.

In a negative sense, it is an expansion of Palestinian control over a part of Judea and Samaria. Your humble servant can easily foresee extension of PLO security control to other Palestinian towns and settlements in Area B. Undoubtedly, the Obama Administration and the European Union view this as a step toward a Palestinian takeover of all of Judea and Samaria.

However, in a positive sense, your humble servant has long advocated in this blog a permanent division of Judea and Samaria into a Palestinian Area A-B on the one hand, and an Israeli Area C on the other– an Area C that should be annexed to Israel immediately. For that to happen, Area B would need to come under Palestinian security control. In this sense, yesterday’s announcement is a step toward the annexation of Area C–and israelstreet sincerely hopes that the Netanyahu government sees it as such.
