Justice Minister Ayelet Shaked’s proposed NGO Transparency Law that will force NGOs operating in Israel and receiving more than half of their funding from non-Israeli sources to reveal those sources begins its circuitous path through the Knesset tomorrow.
It will come up for its first of three readings. All indications are that it will pass the first hurdle because the Yisrael Beiteinu party of Avigdor Lieberman has indicated that it supports the law.
But one never knows what twists and turns this process will take as the left-wing Herzog/Livni party employs every conceivable tactic to defeat the proposed law.

As we all know, there are times when something very good comes from something very bad.
Such is the case with so-called “Defense” Minister Moshe Ya’alon’s outrageous decision two days ago to evict 10 families in Hebron from their apartments in two houses near the Cave of the Patriarchs–houses that were legally purchased years ago.
As we have pointed out on numerous occasions, Moshe Ya’alon considers himself the dictator of Judea and Samaria. As Defense Minister, he decides when to destroy Jewish homes, when to throw Jewish residents out of their homes, and when to round up Jewish teenagers without regard to civil rights.
However, in the case of the Hebron evictions, Ya’alon has finally brought down the wrath of not only Jewish community members supported by the Jewish Home Party (Naftali Bennett and Ayelet Shaked), but also his members of his own Likud Party.
The entire episode has threatened to rip apart the Netanyahu coalition government which, as you know, exists by a scant 61-59 majority.
All of which left PM Netanyahu stuck between a rock and a hard place yesterday as he tried to assuage both sides.
On the one hand, he came out in support of Ya’alon’s decision. Sort of.
But then he ordered Ya’alon to expedite the approval process for the Jewish families who were evicted. After all, Ya’alon has continuously stalled approval of the purchase of the buildings for more than half a decade.
Netanyahu also expressed the hope that the approval could come as early as next week at which time he specifically declared that the families could move into the buildings immediately.
But this was not the big news.
In an incredible move meant to quieten Naftali Bennett, Netanyahu agreed to immediately form a “Ministerial Committee on Settlements” which will strip Ya’alon of the power to evacuate Jewish homes and communities in Judea and Samaria.
Stripping the Defense Minister of his authority over the Jewish communities of Judea and Samaria would be a sea change of dramatic proportions.
Putting decisions in the hands of government ministers would be a de facto recognition that those communities are no longer “territories to be administered militarily” but are now communities that are part and parcel of Israel.
It would be one more step toward the annexation of Area C.
And don’t think for a moment that this point is lost on the Israeli left. You can expect Herzog, Livni, and their minions to challenge this change at the Israel Supreme Court in the coming weeks (perhaps even tomorrow).
Finally, don’t expect to Ya’alon to lose part of his turf without a fight–and we all know that Netanyahu is the fastest backpedaler in history.
