The Ceasefire Agreement (at least what has been published)

  1. Hezbollah and all other armed groups in the territory of Lebanon will not carry out any offensive action against Israel.
  2. Israel, in return, will not carry out any offensive military action against targets in Lebanon, including on the ground, in the air and at sea.
  3. Israel and Lebanon recognize the importance of UN Security Council Resolution 1701.
  4. These obligations do not negate the right of Israel or Lebanon to exercise their inherent right to self-defense.
  5. Lebanon’s official security and military forces will be the only armed groups authorized to carry weapons or operate forces in southern Lebanon.
  6. Any sale, supply and production of weapons or materials related to weapons to Lebanon will be under the supervision and control of the Lebanese government.
  7. All unauthorized facilities involved in the production of weapons and weapons-related materials will be dismantled.
  8. All military infrastructure and positions will be dismantled, all unauthorized weapons that do not comply with these obligations will be confiscated.
  9. A committee will be established that will be acceptable to Israel and Lebanon that will monitor and assist in ensuring the enforcement of these commitments.

5. In the southern region – Israel reserves the right to act at any time against violations of the commitments. Outside the southern region – Israel reserves the right to act against the development of threats directed against it, if Lebanon is unable or unwilling to thwart these threats. If Israel decides to take such steps, it will inform the US of this wherever possible.

6. Israeli flights over Lebanon will be conducted for intelligence, surveillance and reconnaissance purposes only and will not break the sound barrier.

As we noted yesterday, Israel can respond to Hezbollah violations, but only after a convoluted bureaucratic process of informing the U.S. which will inform Lebanon, which will inform the Lebanese Army, etc. etc. Only the future will tell just how useless this ability to respond actually is.

This administration has put obstacle after obstacle in front of Israel and dragged this conflict on for a long time.
