Firefighters are working to extinguish fires at this time.

The “Gigantic Payment To Ra’am” Is Not So Gigantic

For the last two days, Knesset opposition leader Benjamin Netanyahu has been ranting about how the Coalition government has sold its soul to the devil by allocating 53 billion shekels to Mansour Abbas, the head of the anti-Zionist, Islamist Party, Ra’am.

Your humble servant has also come to the conclusion that the Coalition government has sold its soul to Mansour Abbas, but not in terms of the budget. 

Here’s a cursory look at why not.

The total Israel budget for this year is 185 billion shekels.

The Israeli-Arab sector is supposedly receiving a budget allocation of about 53 billion shekels (about 16.5 billion dollars) because of the demands of Abbas.

Of this 53 billion shekels:

30 billion is for a 5 year economic plan.  In other words, this is 6 billion a year. 

20 billion is for a 10 year infrastructure plan. In other words, this is 2 billion a year.

2.5 billion is for a 5 year “war” on crime and violence. In other words, this is 500 million a year.

For a total of 8.5 billion per year or about 3% of the total 185 billion budget. The Israeli-Arab sector supposedly championed by Mansour Abbas is not receiving a one time payout of 53 billion shekels.

A few points need to be made because this seems like a small allocation for a segment of the population that numbers slightly more than 20% of the total population.

However, we should divide the Israeli-Arab sector into two groups when discussing it.

The Druze (numbering about 145,000) communities, Circassian (numbering about 4000, Muslim but not really Arab) communities, and a very few Bedouin communities (numbering about 10,000) are in a group which pays fulfills its obligations for military or national service–and pays taxes. Generally speaking, their economic and infrastructure situation–while not on a par with Jewish communities–is not “so” lacking. They deserve government help.

However, many Israeli-Arabs (about 1.75 million–the vast majority of the Israeli-Arab population), especially most of the Bedouin in the Negev, refuse to serve in the military or perform national service, and pay little or no municipal taxes. The communities in this group have major economic and infrastructure difficulties. In your humble servant’s opinion, these communities deserve no help whatsoever.  

One other consideration: any 5 or 10 year plan in Israel is likely to be thrown out the window at the earliest opportunity particularly after every election.
