TIPH Return? Never.

As we all remember, PM Netanyahu, in one of his rare acts of fortitude, decided not to extend the TIPH mandate in Hevron in November of last year.

Thus, the odious Temporary International Presence in Hevron came to a long overdue end. The main impetus behind the decision was the unsavory conduct of TIPH observers toward local Jewish residents. TIPH observers were filmed puncturing the tires of a car owned by a Jewish resident of Hevron and slapping a 10-year-old Jewish boy in the face.

Your humble servant often saw TIPH “observers” on various trips to Hevron. In every case, they were intrusive and obnoxious. When they weren’t driving around taking photographs of every Jew they could find, they were roaming the streets and getting into the faces of IDF soldiers in the area.

In case you have forgotten, TIPH was established in 1994 with the mission to monitor “the situation in Hebron and record breaches of international humanitarian law, [and] the agreements on Hebron between Israel and the Palestinian authority, and human rights, in accordance with internationally recognized standards”.

TIPH observers came from Norway, Sweden, Switzerland, and Turkey. As you can imagine, given its mission and the countries from which observers came, TIPH was not even remotely the benign impartial observer mission it was supposed to have been. In effect, it became an arm of the PLO used to attack and delegitimize Jewish presence in Hevron.

One member of TIPH, Karen Aggestam summed it up like this: “TIPH is not expected to be neutral, since its mandate is to monitor the welfare of the Palestinian residents of Hebron in recognition of the existing asymmetry between Israelis and Palestinians.”

I mention all of this today because an Israeli NGO has obtained a police report from last year which purports to show that TIPH was not so bad after all. According to the police, there were relatively few incidents in which TIPH observers acted egregiously.

Based on this report, another odious organization, Peace Now, is suggesting that TIPH should be allowed to return to Hevron.

Your humble servant has only one word to say: Never.

Never should TIPH ever be allowed back in Israel.
